Replace with a new silicone pad.

Corrective Action
Ink viscosity is too thick, causing a dry spot in the center.
Add thinner. Speed up machine cycle.
Cliche-related Possibilities
Corrective Action
Cliche is etched too deep.
Remake cliche with longer screen exposure.
